Saudi Arabia Approves New Insurance Regulations

Saudi Arabia has approved new regulatory measures aimed at strengthening governance, transparency and consumer protection in the insurance sector.

The Council of Ministers approved the updated framework as part of wider efforts to improve the efficiency and stability of the Kingdom’s insurance market. The reforms are expected to support the sector’s development while ensuring stronger oversight of insurers and related service providers.

The new regulations focus on enhancing regulatory supervision, improving operational standards and ensuring that insurance companies maintain appropriate governance structures. The measures are also intended to strengthen policyholder protection by promoting fair practices and greater accountability.

Saudi Arabia has been working to expand insurance penetration as part of its broader economic diversification programme. Growth in health, motor, property and commercial insurance segments has increased the importance of maintaining a strong regulatory environment.

The reforms are expected to encourage insurers to improve risk management practices, strengthen internal controls and adopt more transparent approaches in areas such as pricing, claims handling and customer services.

A stronger regulatory framework is also likely to support investor confidence by creating a more predictable operating environment for insurance companies. This is particularly important as the Kingdom attracts greater participation from domestic and international insurers.
