Guterres Calls for Global AI Risk Framework

United Nations Secretary-General António Guterres has called for stronger international cooperation to manage the potential risks arising from the rapid development of artificial intelligence. Addressing the opening of the 81st UN General Assembly, he said countries should work towards a multilateral AI risk-management framework based on consensus, with development and deployment of AI guided by transparency, responsibility and accountability.

Guterres noted that the sources of global power are increasingly shifting towards data, computing capacity and algorithms, making AI governance an international issue rather than one confined to individual countries or technology companies. He urged countries leading AI development to share information on emerging security risks, cooperate on testing and evaluation, and work towards common security standards. He also highlighted the need for reliable and independent oversight of AI systems.

The UN Secretary-General pointed to existing international initiatives, including the Global Digital Compact and the Global Dialogue on AI Governance, as platforms for building cooperation among governments, scientists, industry and civil society. He stressed that human oversight should remain central to important decisions affecting human life and called for particular attention to the safety and welfare of children. The comments reinforce a growing global focus on AI risk management, independent testing, transparency and accountability as AI systems become more capable and widely deployed.
