BRICS Adopts Joint Statement on Disaster Resilience

BRICS member countries have unanimously adopted a joint statement aimed at strengthening cooperation on disaster risk reduction, climate adaptation and resilient infrastructure.

The declaration was adopted at the 3rd BRICS Ministerial Meeting on Disaster Risk Reduction, hosted by India in New Delhi under its BRICS Chairship for 2026. The meeting was organised by the National Disaster Management Authority and attended by ministers and senior representatives from member countries.

The joint statement reaffirmed the members’ commitment to accelerating the implementation of the BRICS Disaster Risk Reduction Work Plan 2025–2028. The framework seeks to improve disaster preparedness and build greater resilience against climate-related and other emerging risks.

Discussions focused on climate-smart and disaster-resilient infrastructure, early warning systems, community preparedness and the use of science and technology in disaster management. Participants also highlighted the need for innovative financing and stronger international partnerships to reduce disaster losses.

Minister of State for Home Affairs Nityanand Rai presented India’s people-focused disaster management approach, which draws upon Prime Minister Narendra Modi’s Ten-Point Agenda for Disaster Risk Reduction. He called for deeper BRICS cooperation in resilient infrastructure, innovation and capacity building.

India also launched six flagship knowledge products to support evidence-based policymaking and strengthen disaster management capabilities across BRICS countries.

Member nations agreed to continue technical exchanges, simulation exercises, capacity-building programmes and collaborative initiatives. These efforts are intended to translate policy commitments into measurable improvements in disaster resilience.

The meeting reflects the growing importance of coordinated international action as countries face increasing exposure to floods, cyclones, extreme heat and other climate-related hazards.
