Businesses Increase Risk Management Spending, but Resilience Gap Remains

Businesses are increasing their investment in risk management as organisations face a more complex and interconnected risk environment. According to the Hiscox Global Risk Report 2026, 69% of risk managers expect investment in risk management to increase, indicating that companies are allocating more resources to identify, assess and manage emerging threats. However, the report also highlights a significant resilience gap, with less than half (48%) of risk managers believing that their current risk-management models are sufficient to deal with the changing risk landscape.

The gap reflects the growing difficulty of managing risks that do not operate independently. Cyber threats, artificial intelligence, supply-chain disruption, geopolitical tensions, climate-related exposures and other emerging risks can interact and create cascading impacts across an organisation. As a result, simply increasing risk-management budgets may not be enough. Businesses need to ensure that investment translates into better risk intelligence, scenario planning, early-warning capabilities and stronger connections between risk functions and strategic decision-making.

For risk managers, the findings reinforce the importance of moving towards enterprise-wide resilience rather than managing individual risks in isolation. Organisations need to understand how a disruption in one area can affect other business functions, suppliers, technology infrastructure and financial performance. The challenge is therefore not only to spend more on risk management, but to ensure that additional investment strengthens the organisation’s ability to anticipate, absorb and recover from interconnected disruptions.
